Protecting legitimate secrets while preserving civil liberties requires constant calibration. The public understandably resents secrecy until intelligence failures occur, when the absence of foresight becomes the complaint.
Espionage will not vanish. So long as nations compete for advantage, information asymmetries create opportunities worth pursuing. The methods evolve. The underlying dynamic persists. Understanding this—not as melodrama but as institutional reality—matters for anyone trying to make sense of international affairs or organizational security.
